How to make an appeal about your Clean Air Zone Penalty Charge Notice (PCN).
If you have received a Charge Certificate you can not appeal online.
If you have received a Charge Certificate but not the PCN fill in our PCN contact form.
If you think you got a Clean Air Zone PCN in error or have mitigating circumstances, you can submit an appeal. You can do this online or by post.
You have up to 28 days, from the date of service, which you can find on the PCN to make your appeal. Once we get your appeal we'll put the PCN on hold and the amount due will be frozen until a response is sent to you.
You can only appeal one PCN at a time. To appeal more than one PCN you'll need to fill in a separate form for each one.
You must make your appeal in writing. You'll need both:
- your vehicle registration number
- your 10 digit Penalty Charge Notice number, this will begin BS5 and will be on your PCN letter
