Licensing policy

Under the Licensing Act 2003 each Licensing Authority is required to publish a statement of its licensing policy every five years.

The last full policy review took place in 2025 and the policy came into effect on 1 August 2025.

The revised policy incorporates the following changes:

  • Removal of references to previous Mayoral system
  • Update to statistics
  • Addition of paragraphs relating to delivery services, night time safety and Martyn's law

On 29 February 2024 the Council's Licensing Committee approved the publication of a Cumulative Impact Assessment to take effect from 8 March 2024.
