Our Supported Housing Delivery (SHD) Plan, why we're developing it and other supported housing
We want to improve people's lives in the city. One way to do this is by providing them with a safe and secure home.
We hope to work with different delivery partners to deliver a new supply of supported housing which will lead to people living in the type of accommodation they need. The delivery plan is aimed at Registered Providers and other specialist housing providers working in Bristol, or those who are interested in delivering a new supply of supported housing for the city.
What supported housing is
Supported housing is accommodation which has support, supervision or care provided with it. It helps people to live as independently as possible in the community.
What the Supported Housing Delivery Plan is
Our pdf Supported Housing Delivery Plan 2024 to 2029 (2.74 MB) outlines our supported housing priorities,
It describes the:
- type of supported housing supply that people need
- different groups of people who need new supported housing
Why we need the Supported Housing Delivery Plan
Many people are waiting for a long time to move into our existing supported housing. This has led to people having to live in temporary accommodation or having to live further away from Bristol.

Related policies and guidance on new supported housing
We would like to see lots of new types of supported housing in the city, including shared and specialist housing.
Supported shared housing
If you're a Registered Provider looking to deliver supported shared housing our pdf Registered Providers delivering Supported Shared Housing guidance (206 KB) has information on what licencing and planning exemptions apply to this accommodation.
It also explains the process to deliver this accommodation and the communication and engagement approach.
Email strategyandenabling@bristol.gov.uk for further information.
Specialised supported housing
We would like to work with partners to create Specialised Supported Housing for those supported by Adult Social Care.
Our pdf Policy and Advice on Housing for Adult Social Care Clients (2.07 MB) includes:
- the approach that partners should have when purchasing Specialised Supported Housing homes
- specific criteria and processes that need to be met to create these homes
Email adultcommissioning@bristol.gov.uk for further information on this policy.
Temporary Accommodation Framework
We would like to work with Registered Providers and partner charities to deliver additional supported accommodation to people experiencing homelessness in the city.
The supported accommodation will be delivered through the Temporary Social Housing (TSH) model which enables acquisition and lease of properties to be delivered on a full cost recovery basis.
We have two open frameworks through which homes can be commissioned for TSH:
- Supported Family Accommodation Framework (SFAF)
- Singles and childless couples: flexible level supported housing
