The Harbour Place Shaping Strategy (HPSS) describes the sort of place we want Bristol's harbour to become.

It sets out an ambitious vision for the future of the harbour and its next 20 years of growth and change.

The Harbour Place Shaping Strategy is in three parts:

  • The Atlas is a detailed picture of the harbour today
  • The Vision sets out our plans and ambitions for the harbour in the future
  • The Place Plans explain what can be done in certain areas to deliver the Vision

To achieve the vision we engaged with harbour users, businesses and the wider Bristol community.

The delivery of the vision will depend on the availability of funding for key projects, partnerships with key stakeholders, and a collective spirit of working.

The Harbour Place Shaping Strategy was approved by Bristol City Council's Economy and Skills Committee in February 2025. The Economy and Skills Policy Committee paper    outlines a series of priority projects from 2025 to 2030.
